a punctuation question?

Would thus be a punctuation question?
I want to add to [1] “any Trustees for exclusion only next to 8.4”


[1]...during the Trust Period only when the Trustees consist of:
2 One or more of my sons; or
3 one or more of my Descendants; and
4 with the consent of two Beneficiaries.

I am not sure if [2] prefered as only one additional line or I believe at the moment only [3] works
as i think with [2] the with the consent of two Beneficiaries is lost
