Does it make sense to say a university's program is "at the forefront of" a branch of science?

Is this correct?

Master's of Integrated Sociology offered by the University of Melbourne is a revolutionary program at the forefront of social sciences.

If not, how can I express the idea that a program is really new and at the cutting edge of a particular science?

Yes. You're talking about a specific program among the myriad of master's programs available.
