Is it wrong to omit "a" before "a second time"?

"He wanted to become the president a second time."

Yes, it would be incorrect without the indefinite article. I would word it like this:

He wanted to become President for a second time.

(I might use "a second term".)

Oh, it should be capitalized. Thank you. Is it always capitalized?

This isn't wrong either, is it?

"He wanted to become President a second time." I mean the version without "for".

No, that's fine, at least in American English.
