Would you say: "This is not a secret to me, or for me?" "This is not a problem/joke/issue to me, or for me?"
I think both variants are possible but with some difference in meaning.

While "for" is not wrong, I'd use "to". Consider also: "This is no secret to me".

I think both variants are possible but with some difference in meaning.
Yes. The context would determine the meaning.
For example:
This is not an issue to me. I don't consider it a major obstacle.
This is not an issue for me. Someone else can deal with it.

What about the secret and the other ones? I think with 'secret' there is no difference between 'to' and 'for'.
