English Subject-Verb Agreement grammer

COVID-19 social distancing restrictions have been lifted, and weddings have been allowed. If everyone is fully vaccinated or can show a recent negative result on PCR test, couple can invite 499 guest to the wedding.

In this sentence, "COVID-19 social distancing restrictions have been lifted, and weddings have been allowed." In this part, wedding is pluralised by adding '-s', but when the teacher explained it in lecture, the latter sentence "couple can invite 499 guests to the wedding." Isn't it grammatically correct to Subject-Verb Agreement to the latter sentence like the first one?

In a wedding there is one couple. The couple in any wedding may invite up to 499 guests. It's unlikely that many couples would invite the meximum number.. (Given Dunbar's Number I'm surprised at this wording; not many people would know so many, let alone pay for them to eat.)

Weddings were never disallowed! That sentence has several flaws. It should have said, for example, "... and guests can attend weddings".
If everyone is fully vaccinated or can show a recent negative result on PCR test result, a couple can invite up to 499 guest to the wedding.
That is now grammatical, but the underlined part suggests there are still some restrictions.
Note that we use the plural (e.g. "weddings") when we are talking about something in general.
The use of "the wedding" is the particular wedding that pertains to a couple.
Does that clarify it for you?

If what you wrote is exactly what was in the original, it was very poorly written. See my multiple corrections above.
