[Grammar] Appropriate Preposition ( 'Commensurate with' or 'Commensurate to' )

Kindly tell me whether the following sentences are correct or not.

1) His pay isn' t commensurate with his qualifications.

2) His pay isn't commensurate to his qualifications.
 
Both are grammatical, but the first sounds more natural to me.
 
Interesting. I've never heard "commensurate to". I can see from online searches that it's also possible.
 
For me, only 1 is correct.
 
I hadn't considered the second before now, though people appear to use it. However, Google Ngrams suggests they are fairly few in number and seem to be losing the preposition war. Interestingly, the word itself seems to be in decline.
