Are the sentences correct and natural (can it be used in some context in natural speech)? Which is the correct preposition? If both, is there any difference?

1) Ladies and gentlemen of leisure spend time at expensive holiday resorts.
2) Ladies and gentlemen of leisure spend time on expensive holiday resorts.
