What does "blows to the winds" here mean?

He even urges research by State-appointed and paid commissions. He repudiates, with all the authority of a philosopher and man of science, the supposition that the facts are a priori incredible or "contrary to the laws of nature." He exposes the irrelevance of "exposures," and blows to the winds the stupid parallel between mediums and conjurers.

It's another way of saying 'repudiates/rejects/discredits'.
