I think it is related to busboys. According to thefreedictionary.com, a busboy is 'a restaurant employee who clears away dirty dishes, sets tables, and serves as an assistant to the wait staff'.

It's an awkward attempt to invent a word to avoid language that appears to some to only refer to males. Girls can be busboys.

Do you mean you don't have "busboys" in the UK? Or just this politically correct alteration?

We've never used it. They've always just been called waiters and waitresses. Generally, these days, they're all just waiters, regardless of gender. As Rover said, cafes/restaurants in the UK don't employ separate staff to set/clear tables. It's all done by the waiters.
