Due to the hollowness caused by honeycombing of the concrete(caused by trapped air bubbles when wet concrete is poured into the formwork and improper compaction), its strength is compromised.
Filling up the voids with cement mortar/grout helps to regain some of the strength. It is important that filler material bonds strongly to the existing material, thus the need for the latter to be roughened.
