Prompt essay says "In many countries, rural people moves to cities, so the population is cuontryside is decreasing"
Do you think it is a negative or a positive development?
Can you say that it is a mixed development?

I wouldn't be able to guess what "mixed development" means. You could say instead that there are both pros and cons to the development.
 
I would call it a phenomenon which has its pros and cons, or positive and negative effects.

A mixed development usually refers to a physical building project on a piece of land, which comprises, say, a mix of buildings - apartments, hotels and and shopping complexes.
 
Perhaps:

In many countries people are moving from rural areas to urban areas.
