a. Is he telling us that if we cooperate with each other, we can't do anything?
b. Is he telling us that if we cooperate with each other, we can't just do anything?
c. Is he telling us that if we cooperate with each other, we can't do just anything?


Could any of those mean
1. Is he denying that we can do anything if we work together.

I don't thing any of them have that meaning.

(b) and (c) seem to say that we won't have the permission to do just anything we want.

I agree with you that none of them has that meaning. On the other hand all three of a, b, and c seem implausible. It is difficult to guess what the original author (the one who was telling us something) was trying to say. More context might help if you are able to provide it.
