It is listed in parallel with other four logos, very similar to those of monitoring agencies for international standards found on the cover of, like hardware. So my guess is that it shows this test site is authorized by these angencies. CORE is one of them.

You're right that it's a logo, but "authorized" isn't the right word. Those organizations/companies probably sponsored that event or are somehow involved in it.

Right. From what the sign says, the mayor authorized the site.

If you had googled 'CORE Los Angeles', you'd have quickly found that it's an acronym for a charity relief agency.
