covering/wearing the Case

Which is correct between the three? I think "being covered with" is best but it's too long as a short phrase.
This means that even after the cellphone is covered with a case, due to a hole in the case, a cable can be connected to the cellphone.

Cable Usable after Covering/Being covered with/Wearing the Case
 
Apparently, there is a hole in the case so a cable can be connected to it while the phone is in the case.
 
I would say the phone is fitted with the case, not covered, as only part of the phone is covered.
The holes (power, speaker, etc) provided at the side of the case allows cables to be connected to the phone.

It's the phone that's still usable after you put it in the case.
 
Phone fitted with case with holes for cables.

You do not need "usable" with "cable". It is misleading.

I have a feeling you haven't provided all the context. Is this a photo caption? If so, you can use abbreviated English. "Provides" isn't quite right, but you could say "Case allows access to all connectors".
