a. Cuts to the service could have serious consequences for disabled people.
b. Service cutback could have serious consequences for disabled people.

Are they both correct, particularly the parts in bold? Any difference?

Thanks in advance.

Thanks in advance. Unnecessary. Thank us after we help you, by clicking on the "Thank" icon.

Please note my corrections and comments above. The main difference is that a) makes it clear that it's about just one service ("the service"). In sentence b), "service" could be being used uncountably and refer to cutbacks to more than one service. For example, we can say "My local council is making a lot of service cutbacks". There, it's most likely to mean cutbacks to several services.
