The first doesn't fit the context then.

The second implies that you want to send something to someone in San Francisco and you aren't sure if the other person delivers things only to other cities or whether he also delivers things to addresses in San Francisco.

Are these correct? Ask this question before giving us the sentences.

1. Do you deliver to San Francisco?
2. Do you deliver in San Fransisco?
Note my comment and my addition of numbers above. Whenever you give us more than one sentence to consider them, number them. It makes it easier for us to refer to them in our responses.

#1 suggests to me that the person/company you're talking to isn't based in San Francisco.
#2 suggests to me that the person/company is based in San Francisco but you're not sure if they deliver (rather than you going to collect whatever it is you're trying to obtain).
