What does "dichotomous tone to" mean in the following passage? It is from the book The Iranian Crisis and the Birth of the Cold War by Benjamin F. Harper, p. 109.

Despite the overall dichotomous tone to the U.S.-Soviet maneuvering from the 1940s to the early 1990s—the grandest chess match ever played—such a breadth of time and such an expanse of involved parties and places created a scenario where no lone model can summarize the intent, behavior, and resolutions of the superpowers.

I think it's suggesting that it wasn't as simple as being the two-horse race that people think of. It wasn't simply a chess match between two superpowers.
