This is an entry from my diary. Please check it and correct any mistakes.

This early morning, I woke up to an intermittent plastic noise. At first, I thought it might be a gecko crawling. After several minutes, I found out that the ceiling was leaking water. This was not the first time that had happened so we asked our upstairs neighbours what on earth had happened. He said that his father has dementia so he forgot to turn off the tap.

This was not the first time that had happened so we asked our upstairs neighbours what on earth had happened. He said that his father has dementia AND he forgot to turn off the tap.
If it was water it would have been a steady drip, drip, drip.

Plastic doesn't have any particular sound. (Lots of different things are made out of plastic these days.)

Yes, the water dripped onto the plastic bags.
 
In that case, you woke up to the sound of water dripping onto plastic bags. There's no such thing as "plastic noise".
Patter of rain on plastic sheets/bags?

That says the dementia is the reason he forgot to turn the water off. Using "and" says they go together. I guess it's a close call.

I forgot I had left the water running. The bathroom flooded. The forgetting isn't what caused it. It was the water running too long.
