what is the difference between “the words to be emphasized” and “the words are emphasized”. Would you please provide some examples?
 
“We can put the words to be emphasised first or last in the sentence”

With the infinitive, it means "the words that you intend to emphasize" (AmE spelling). With "are", you're describing an existing state. For example, in this sentence, the words "in" and "this" are emphasized by a bold-face font.
