'Dirty Britain' Comprehension Question

It seems like question 2 of the 'Dirty Britain' comprehension exercise is incorrect.

According to the text: "[FONT=verdana, arial, helvetica, sans-serif]Years ago I remember travelling abroad and being saddened by the plastic bags, discarded bottles and soiled nappies at the edge of every road. Nowadays, Britain seems to look at least as bad," the worst Britain could look would equal that seen abroad. Following from that, anything 'more' than the 'least' would surely make Brian look worse than abroad?

If this statement is true, than, the question: "According to the writer, things used to be," should answer "better abroad" and not the given answer "worse abroad."[/FONT]

The writer is speaking as a Brit so they are saying that they only used to see that kind of rubbish when they travelled abroad, not while they were in Britain. The situation is now different. The same level of rubbish and dirt can now be seen in Britain. So the rubbish situation used to be "worse abroad" (worse than in Britain).

No- things used to be worse abroad, but the writer is saddened that things are now as bad in Britain.
