Horrified, I realized he was snoring loudly with his head dropped over the steering wheel.

For the underlined part, is it also right to say "...for/when his head dropped over the steering wheel"?

For doesn't work for me and when changes the meaning- with means that his head was already slumped when you noticed. I'd use slumped instead of dropped.

'... his head dropped over the steering wheel' is not very natural.
