Why sentence 1 has environmental scanning and sentence 2 has environment scanning? Could someone explain the grammatical reason?

1. Environmental scanning is a critical component of HRP.
2. Environment scanning involves assessing factors that affect the external labour market.

Why
does sentence 1 have environmental scanning and sentence 2 have environment scanning? Could someone explain the grammatical reason?
In 1, Environmental tells us what kind of scanning is a critical component: Environmental scanning is critical.

In 2, Environment tells us what is being scanned: We scan the environment to assess factors that affect the market.
