fill in the blanks 'with' or 'to' what you hear?

My American editor amended the sentence 'Please fill in the blanks with what you have heard' to read 'Please fill in the blanks to what you hear'. Is this peculiar to American English?

I'd use "Please fill in the blanks with what you hear".
