If the Future Continuous is used to describe or predict events or situations continuing at a particular point in the future and the Future Perfect Simple is used to talk about a future event that will finish before a specified time in the future (often with: before, by+fixed time or in+amount of time)
Then why is the following correct :
but the following is not correct:
I'm stumped because I thought "by" would limit the usage to Future Perfect Simple, but, as we can see from the above, this is not necessarily the case?

- Future Perfect Simple: "By 2030 the number of people of working age will have grown to around 30 million"
but the following is not correct:
- Future Continuous: "By 2030 the number of people of working age will be growing to around 30 million" - if it is perfectly fine to say: "By the year 2030 it is estimated that well over one billion people will be learning English"?
I'm stumped because I thought "by" would limit the usage to Future Perfect Simple, but, as we can see from the above, this is not necessarily the case?
