Pretty much. It's in the same league as "goodness gracious" or "goodness me".
It's kind of saying, "Well, would you believe it!"

Maybe not as much childish but more naive and innocent. Someone who avoids using any hint of profanity in their daily conversation. Instead of saying "Well, I'll be damned!" a more reticent speaker might say "Well, golly gee!"
