[Grammar] Have you got a car?

Have you got a car?

I know that the verb to get has two participles - got and gotten. I also know that "Have you got a car?" means "Do you have a car?"
1 - Can I come to the conclusion that the sentence above is in the present simple?
2 - Can "Have you gotten a car?" ever have the same meaning as the sentence above?
 
1 Yes, I think that makes much more sense than thinking of it as present perfect because the idea is present possession.
2 Well, since have gotten isn't used for present possession, I'd say no.
 
My inference upon hearing, "Have you gotten a car?", would be if I had recently purchased a car.
 
As usual. note that 'gotten' is rarely used by British English speakers.
