Hey, I just got back to LA.

When is this appropriate to say:

1. You were there a week ago and have returned again.

2. You used to live in LA a year ago.

Are both scenarios okay to use the sentence in bold?
 
Yes.
 
As well as if you live there and have just returned from a trip elsewhere.
