Hi,

Im wanting to know is Y a vowel or consonant? And is it the same in every country? England etc

As you can see from the two responses above, there might be something in that statement. It appears that the difference might be whether you're talking about the letter or the phonetics of that letter.

The ‘y’ in my name sounds like ‘ee’. So does that mean it acts as a vowel?

I thought because it sounds like a vowel that’s why it can sometimes acts as a vowel. If you google it you can see that it does!!
 
When the letter y is pronounced /j/ (as in 'yawn'), when it is preceded by an indefinite article, that article is a, not an. This is a characteristic it shares with consonants. However, it is not itself a consonant.
