How do we express "more than millions of people (but less than a billion of people" in English?

A global recession looms. Disruptions to supply chains—caused by the COVID-19 pandemic, the climate crisis, and the Russian invasion of Ukraine—have pushed the cost of living up dramatically for millions of people around the world. Governments have cut back on the social protections communities had come to rely on during the pandemic.

In my estimation, it is for "several hundred millions of people (but less than a billion)". How do we express "more than millions of people" in English? The phrase "more than millions of people" itself sounds not natural to me and I suspect that "millions of people" has sufficiently expressed the idea of "several hundred millions of people". I am not sure.
