Title : How to make our school green
During lunch time, lots of food is thrown away by students. And school supplies are also wasted in the class room. These days things like food and school supplies are abundant. That’s why most students don’t know the value of those things.

In order to solve these problems, let’s do these things.
First, we should tell the students on lunch duty to distribute the proper quantity that we can eat. Second, we should not leave or throw away our food when we eat lunch. Third, when we are given school supplies, we should cherish them like ours.

By doing these things, we can protect our environment. And these efforts can lead to better life for future generations. Finally, we should keep in mind that protecting the environment is protecting our descendants.

Don't you ever say "throw away food leftover"?
It's returning your tray with leftover or throwing the leftover into a bucket or something. How can you desribe this action?

Note that we use "leftovers" in the plural when it's a noun. "Leftover" is an adjective. With that correction, that's exactly how I would use it.

After lunch, the kids throw their leftovers into a plastic bucket.

Do you really mean students throw away lots of food (=leftovers, probably) during lunchtime?
 
"Throw away food leftover" is unnatural. Native speakers would say "leftover food."

That is a bit like saying a lot of rubbish is thrown away- there is redundancy there. If the leftover food is recycled, that's different.

1. Is the plural form of "places" proper in this sentence?
2. I meant to say "inside the school and outside(circumferential parts) the school" because students throw away garbage in and out. Is "in and around" proper?

Several things ate unclear to me. For starters, I'm not sure what you mean by "ruin the school environment". Second, I'm not sure what you mean by "" students throw away trash recklessly". (Do they miss the trash can?) Also, I am not sure what you mean by"they neglect their individual duty".
 
When something that used to be scarce is now abundant it has become cheaper.
 
I would say you want to keep the place clean if by "place" you mean the school and the school grounds.

You need to rephrase that.
