I think 'out-of-town applicants' is written with hyphens, and 'extension of time fee' is not. Is this the case?

I do not see any reason why it should be so. Is there any logic involved here that I am missing?

It probably depends on context, as usual.

It also depends on the user. I would follow that pattern, but others may well not. Hyphens can be a bit random.

That's true, but they should be consistent within the writing of the same person. If one person wrote both phrases, the inconsistency is puzzling.

(And I would have used them in both.)

Good point. Same person writing all at once. Not necessarily over time.
