Is my use "regard" and "consider" correct?

"I regard that gambling can only be played with friends. I consider luck doesn't play any role in this."

Both unusual in that context.

Should I use "I think" instead and do you say "play gambling" or "do gambling" or just "gambling"?

Yes, "think" or "believe" and "gambling".

They're very unnatural sentences.

I think/believe one should gamble only with one's friends. I don't believe that luck plays any role in gambling.

I don't agree with the second sentence at all.

Do native speakers say "do" and "play gambling"?

No. We simply use "gamble" as a verb.
