Imagine that I am talking to my friend on the phone.

Oh my god! I meant to call you last night but I _________.

1. forgot
2. have forgotten.

I think both (1,2) are possible because “have forgotten” means At some point, I forgot and I still haven't remember it until now!

Please ~Help me

Use the past simple (sentence 1). The forgetting happened in the past, albeit the recent past.

99.9% of the time we'll say "I forgot" in that context.

I think both (1,2) are possible because “have forgotten” means At some point, I forgot and I still haven't remember it until now!

You can use "have forgotten'"' but not that way. Example:

Ron: I have forgotten many many things many many times, but I have never forgotten your name, Susie.
Sally: My name is Sally.

I think both [STRIKE](1,2)[/STRIKE] 1 and 2 are possible because “have forgotten” means that at some point no comma here I forgot and I still haven't remembered. [STRIKE]it until now![/STRIKE]

Last night
is not some point- it's a very clear point in the past. I can't see any case for the present perfect here.

Yes, in order for "have forgotten" to work there, it would need to come first, and I would (context permitting) add an adverbial like "once again":

Oh my god! I've forgotten to call you once again. I meant to call you last night.
