What is the correct use of "have to" ? Is it compulsion in general like "I have to wash cloths daily ."OR at one instance like "I have to save that drowning man. " Which sentence has correct use of "have to"?

Please note my corrections above, and that I have changed your thread title. I have no idea what "I have to wash cloths daily" means. Cloths are simply pieces of material, usually used for cleaning or wiping surfaces. Is it possible you meant "clothes" (shirts, dresses, trousers, etc)?

The use of "have to" is correct in both sentences.
