I'm trying to say as a civil engineer, a person has solar panels in his building's design.

Can I use "include"? What is another verb I can use?

As a civil engineer, I always include solar panels in the design of my buildings.

Yes, you can use "include". An alternative is "incorporate".
 
Or: . . . put solar panels into the designs of my buildings.

Or: . . . I always design solar panels into my buildings.

provide for solar panels in the designs of the building.

No. That doesn't work.
You probably had "make a provision for" in mind, but that has a different meaning.
 
You could just say in my buildings- the ones that don't get built don't matter.
 
I always utilize solar panels in my designs.
