"I wish Corona virus hadn't outbroken" or "I wish Corona virus didn't outbreak". Which one is correct?

If we are not happy with what happened and wish it undone so do we need to use "Had done" after wish or just simple past?

See above. Why did you change the verb? "Spread" doesn't mean the same thing as "broken out".
