In this dialogue, could you explain the use of "would" in Tom's sentence? Is it a past form?

Joe: When do natives speaker of English use the phrase "that sucks"?
Would you take a very common example?

David: You got fired from your job? That sucks.

Tom: David has come up with a good example - but I would add that very many native speakers of English never use this phrase.

It's just a polite way of saying that he is offering an example.

I always consider this type of "would" as expressing an unspoken conditional.

David has come up with a good example. However, if you asked me to elaborate on that, I would tell you that many native English speakers don't use the phrase.
