1. Are both sentences acceptable (with the use of "can" and "could")?
2. What is the difference between them?

If kids owned mobile phones, they could call their parents when they have/had difficulties.

1. Are both sentences acceptable (with the use of "can" and "could")? With my changes, yes.
2. What is the difference between them? The tenses.
