What is the difference between two?

1. If truth be told
2. If truth is told

We are quite confident that we are more interesting, attractive, friendly, and successful than the average person. We may not admit it openly when questioned, but we have a strong sense that this is correct. If truth be told, some of us are more creative, honest, and funny than the average person, but about half of us are not. The thing is, we are blind to our own illusions. However, while we do not recognize our own biases, we can often detect biases in others.

The phrase is correct.

We don't use "If truth is told" in that context (or in any other context that I can think of at the moment).

Please let me know the difference.

Just think of it as a set phrase. If truth be told = If we are to be honest about something.

Thank you all for your kind explanation, and I also need to have it in a grammatical term. Someone says it's a present conditional, which doesn't make sense.
I think this is similar to these.

I suggest that she (should) go home to avoid this dangerous situation
He insisted that I get the checkup for possible cancer.
