Could you tell me if that text is considered to be a title and, therefore, has to be capitalised? Note that, unfortunately, I cannot move the first two titles in the middle (which is where they are supposed to be).

First of all, there's a title, e.g.:

Then there's a new, more specific title:

§ 4. Ed-Spelling Rules

Then there's an item in the paragraph, and the title of that item is not put like titles (in the middle alone); it's put at the beginning of the text and stands as an independent sentence (so, does it have to be capitalised like a title?), e.g.:

1. The Final -E. When there's a e at the end od the sentence, we usually remove it (though there are exceptions), e.g.: move - moving.

Or does it have to be:

Now, I haven't got that document yet, but I'm about to write it. I just wanted to learn the rules beforehand, but I suppose I'll have to write it in the wrong manner first, and then show it to you, and only after that, you'll tell me the right rule.
