Would you say that they are interchangeable expressions: unemployment / joblessness? And correct in this expression "in conditions of unemployment/joblessness?
 
Please provide a complete sentence.
 
The sector is growing even in conditions of unemployment/joblessness.
 
Perhaps:

The XYZ sector is growing despite the recession.

OR

The XYZ sector is growing despite a high level of unemployment at the present time.
 
'Joblessness' sounds like a desperate ploy to avoid an over-use of 'unemployment'. It's not a common word.
However, 'the jobless' can be used as a synonym for 'the unemployed'.
 
"The sector" is meaningless, thus my alternatives. You could also say, for example, the healthcare industry or the automobile industry.
