2) That's the money I need in order to buy a computer with.

Only 3 is correct. If you remove "in order", you could get away with using 2, with "with". Note that most native speakers would simply say "That's the money I need to buy a computer" or "That's the money I need for a computer".

If you’re thinking of using ‘in order to’ instead of just ‘to’, you can nearly always omit it.
