Note my corrections above. Changing the opening question avoids the awkward situation you found yourself in of having to put a question mark on its own at the end of the post.

Look carefully at your second sentence. How many cars are involved?

No, but you can say "the rate of pollution is higher". With pollution, we say how bad/serious the problem is.

I am surprised I can't simply use high / low pollution. On Google I found many examples:

To move from one place (where the pollution is less) to another place (where the pollution is high).

So this sentence is also wrong and I nned to use "the rate":
The pollution in the city is high and in the countryside low.

Your blue sentence would be understood.
It could also mean (if 'high' is used differently) that in the city, the pollution is in the stratosphere, while in the country, it's in the tropospere - something like that.
