McMillen and Raghavan (2009) interpreted that adolescents aging out of foster care were more likely[/FONT][FONT=&quot] to experience mental health problems than their peers. [/FONT]
 
No, it's not right. That is a result or a finding. The interpretation comes after. An interpretation might include positing a reason why this happens.
'Were' is correct.
Where did you find that usage of "aging out of"? I've never heard it.
 
"Aging out of" means getting older than the system allows.
 
I have only recently heard "aging out" used and it was in exactly this context - young people who have become too old for social services to be responsible for them any more.
