Is this correct:

I'm so sorry I can't come out tonight. I have to start to pack for my trip back.

vs

I'm so sorry I can't come out tonight. I have to start to pack for my trip back to LA.

Are both acceptable if I'm in another country or state?

Yes. The first, of course, assumes that the listener knows where "back" is. The second is clearer about where you're going to travel to.

I would use "I have to start packing ..." but "start to pack" isn't wrong.
