To all department heads,

The following procedure need to be followed at the time of appointing new employees.

Once the candidate accepted and sign the offer letter, the HR Department will issue an appointment letter to the prospective candidate mentioning the joining date. Once the candidate onboard, the first day he/she has to directly report to HR. HR representative will take him/her and introduce the respective department heads and will direct to the concerned department/ workplace.

Note: No candidate must join and start working without the knowledge of HR Department without above procedure completed.

How about:

An HR representative will take the new staff to meet/be introduced to the relevant department heads

Note: All new staff should first report to the HR Department.

I would always put a title to all circulars, or for that matter, any official document. The title in the case could be - Procedure for New Staff Reporting to Work. A title gives the reader some idea about the contents of a document at a glance without having to read it to the end.

Also, procedures are better presented as a numbered list.
