Is that decent laungage to use in official mails ?
Is it double meaning or its normal and nothing offensive.

I'm not sure if what you are querying is "Let's do so and so things" (which makes no sense) or "so we get the holes covered" (I haven't heard this before). The latter sounds like another example of pointless "management-speak" (like "blue-sky thinking" and "thinking outside the box").

Yes, it doesn't even seem that jargony to me if you mean there are "holes in the plan" (places where it won't work or you haven't figured out whether it will work or not) and you want to figure out how to make the plan a good and complete. (That said, I haven't seen that exact expression before.)

(I also agree that "let's do so and so things" makes no sense.)

I wonder if the OP's use of "Let's do so and so things" was perhaps not a direct quote from the email.
