I think it would be better: He didn't seem to be interested in...
or
He didn't seem to have an interest in...

You can say' to be interested'
or
to have interest
 
"He didn't seem to (have interest)(be interested) in other matters/questions." :tick:
You need a period after a sentence, no matter if the sentence is in quotations marks or not.
