It's grammatical, but in most situations it would be more natural the other way around.
"To be or not to be - that is the question".
from Shakespeare's Hamlet.

And Shakespeare had a good reason for reversing the usual order of the phrases.
 
Shakespeare flirted with The question is whether to be or not for a while but eventually decided against it.
