It was a Sisyphean task fit for Herculean policymakers.
The task would seem daunting to anyone but the best qualified.

The problem I have is linking policymakers with strength (Herculean). I guess possibly strength of mind.

Do you have a source for this and/or some context?

While we are waiting for Mona's response, here is a partial answer. In Greek mythology Sisyphus was a king who was doomed to eternally roll a large rock up a hill.

Ugh! The classicist in me recoils at the confusion of Sisyphean and Herculean tasks. They are not equivalent!
